CAP Welcomes Five New Members to Board of Directors

CAP has announced the installation of five new members to its Board of Directors — each of whom will continue to elevate CAP’s mission to empower every child’s creative spirit, elevate arts educators in their field and advocate for access to arts education. The CAP board of directors has 37 members to date.

Michael J. Blaylock
Michael Blaylock headshot

Michael J. Blaylock began his extensive career in 1982 with the Jacksonville Transportation Authority, where he served in a host of key leadership positions that led to an appointment as the agency’s sixth CEO in 2002, and the first African American chosen to serve in this capacity until his retirement in 2012. His expansive career and persistent passion for excellence in the transportation industry led him to establish Blaylock Transportation Group International, where he now serves as the Principal and CEO.

Blaylock received his Bachelor of Science Degree from the University of North Florida in 1981 with a major in Public Administration. He received additional training from the University of Wisconsin at Milwaukee, National Academy of Sciences, Florida Department of Transportation, Conference of Minority Transportation Officials and the American Public Transportation Association.

Leigh Fogle
Leigh Fogle Headshot

Leigh Fogle is the founder of Fogle Art Consulting and F&E Management. She studied economics, art history, studio art and psychology while in college. In 1994, a year out of school, she combined those interests to launch Fogle Art Consulting and quickly grew it to become a premier art and framing source for corporate and healthcare clients nationwide. Fogle previously served on the CAP Board from 2006-2008 before relocating to Nashville. She recently returned to Jacksonville and is excited to get involved again. She applies her passion for art, community and technology to encourage people to actively engage in their environments. She is a graduate of Indiana University Bloomington.

Chung Rutter

Chung Rutter HeadshotChung Rutter is Senior Vice President, National Market Leader for RS&H, where he began as a senior architect in 2000. Prior to RS&H, he served as Senior Vice President of KBJ Architects for nearly 14 years. Rutter is Past President of the American Institute of Architects Jacksonville Chapter, a graduate of the Leadership Jacksonville Class of 2009 and serves on the governing board of JWBC Athena PowerLink. He earned his Bachelor of Architecture from Louisiana Tech University.

Heather Schatz

Heather Schatz HeadshotHeather Schatz is an Emmy-nominated multimedia journalist with experience as a strategic communications and marketing professional. She is the senior producer of WJCT News 89.9 talk shows including “First Coast Connect with Melissa Ross,” “The Florida Roundup” and “What’s Health Got to Do with It?” Schatz spent nearly 10 years at CBS News in New York City, where she worked for CBS Network Radio, CBS “This Morning” and “The Early Show,” producing news and feature stories for television and radio.

Since returning to Florida in 2007, Schatz has worked as the communications director for Best Buddies International and the National YoungArts Foundation. She is a long-standing member of the Writer’s Guild of America, East and contributes to Edible Northeast Florida magazine. Schatz has a master’s degree in journalism and mass communications from New York University and a bachelor’s degree in public policy from Cornell University.

Camala Stringer

Camala Stringer HeadshotCamala Stringer was born and raised in Jacksonville and shares her time between Jacksonville and Whitefish, Montana. She is an artist and enjoys engaging with art galleries and fundraisers in both Jacksonville and Whitefish. She is the co-creator of the Summer Artfest Auction in Whitefish and is dedicated to the promotion of artists. Stringer studied interior design and fine art at Florida State University. She has been married for 34 years to her husband, Bo, and has two children, Emory and Brady.

CAP has partnered with Hendricks Avenue Baptist Church for this program, so classes will be held at 4001 Hendricks Avenue, beginning Saturday, January 10, 2026 - May 9, 2026.

Over eight sessions, students will elevate their foundational art skills while developing their own unique creative voices. At the end of the program, every artist will present one completed piece in our Visual Art Showcase, professionally installed and exhibited in a local gallery—celebrating their growth, mastery, and creative journey! 🎨🖌️
